OGG Files During Pause

...should not play a loop of whatever's in the buffer, over and over again.

Minor issue with soundtracks, it's annoying to users to hear the same clip over and over and over again while pausing the game state.

Does this only happen in SVN? In .76b1 it just pauses.

Yeah, in SVN. In 0.76b1, it doesn't work the same way at all.
