those % values are relative, not absolute, ie, draw world is representing 95% of the spring's resource usage, not 95% of the total pc's resources.
try to .cheat
.give 500 unitname
and have them wandering a bit on the map, draw world % should decrease quite a bit
if you don't have anything else to display/calculate, it seems obvious for me that draw world represents the majority of spring's resource usage since there isn't much else to do
oh, and try to get quantum's fps manager and/or try to fidlle with values by increasing them, sometimes you get better perf with higher settings rather than lower
i hope this helps
EDIT: try also to diable vsync, it should give you some performance improvements
BAAAAAAAAAAAAW LOW FPS~!

Near as I can tell I updated my nvidia drivers and it ran better but I also had to repair windows again. So my decision is to format once more and try and get a good clean install to eliminate any possible driver issues. After that I will concede that spring is borked. Something is borked in spring but something has to be borked on my side as well.
Yeah, always install the latest stable or beta drivers.

yah, I never trust drivers. The latest drivers for the 8600 were pretty recent. Like I said, I want to chock this up to user error. If after a fresh install with clean drivers I do not have a good 30-60fps with nothing happening I will accept spring's flawed coding.
after thinking about it, I feel that what I am going to do is quickly finish off a texture tonight, update the gundam site THEN format. I am not trying to dominate this thread as much as I am documenting progress. People often find a solution and do not post it on the forum. Hopefully someone will compile all this info and add it to the spring faq.
