SMF Map Anisotropic Filtering

I've added the SMFTexAniso configuration parameter to allow
application control over the texture anisotropic filtering for SMF
maps (it only affects the map textures). SM3 already has its own
anisotropic configuration policy.

Some vidcard drivers will allow you to override this setting for all
applications, as does mine. If your card doesn't, or you prefer more
control over your GL settings, this is for you.

I have Wine installed, I use it to run TASClient.
Strangely enough, it doesn't compile MFC source.
Nor does my mingw32 cross-compiler have all of
the required headers.

I have neither, nor do I wish to install any MS software or Code Blocks.
Regedit can be used to change the setting, and you can ask a dev with
windows access to update the settings.exe program if you think this
warrants it.

P.S. The many free cam settings haven't been included in the settings.exe
program either.
