Well things certainly are getting better, this would be awesome.
Btw everyone feel free to put in suggestions on how the ladder will work. We really need to have a well thought out way to make people interested and keep people interested.
I'm not sure about divisions. Whats to stop pretty good players who just want to win something going into the lower divisions. Have on larger ladder and encourage players to play against other players near their level.
I think some sort of rating system for each player. Your rating changes according to how highly rated the player you play against, and whether you lose or win, similar to Chess ELO ratings. I remember a simpler rating system we used to use in a local chess club I played in:
Winner goes up 30, loser down 30. Number of points is adjusted by 10% of the difference in ratings. So if you win against a player rated 150 less than you, you only gain 15 rating points. If you win against a player rated more than 300 points less than you, you don't gain any points, and they don't lose any rating points.
Edit: On LordMatt's idea - I like. Perhaps give everyone an extra 5 rating points per game played. This would then tend to inflate average ratings, as the loser would lose less ratings points than the winner gains. You could compensate by reducing everybody's ratings on a period basis. You could calculate the average number of games played by everybody each month, and then reduce everybody's ratings by 5 points per average game. Anyone who plays less than normal would lose ratings. Players who play more than normal would gain. One problem is that inactive players would tend to continually go down. Active players would on average go up in comparison. Perhaps a flat amount could be deducted from everybody's ratings per month. Worked out as a normal level of play for a decent player.

Im speaking personally here, but when I start playing a ladder I do it to be #1, whether i reach that goal or not, the reward for me is being better than everyone else.
I dont know if the average player thinks like this, but imo having a single ladder for all players to compete on makes the ladder less rewarding to lower skill players.
Ideally everyone can play and enjoy the ladder.

If I was on a ladder where you lose points for playing less games then it wouldnt bother me.
Isaac plays to be #1 on the ladder, fair enough. If i was playing though, I would play to have a good Win/Loss ratio more than anything else. I dont care if some guy has 45 wins and 34 losses and that makes him #1 - I'd rather be at 15 wins 2 losses and feel good for having the best win/loss ratio against good players.
