Some more SET / GET stuff

SET / GET RADAR_ACTIVE
SET / GET RADAR_JAMMER_ACTIVE
SET / GET SONAR_ACTIVE
SET / GET SONAR_JAMMER_ACTIVE
SET / GET SEISMIC_ACTIVE
SET / GET HEALTH (we already have 'GET HEALTH', so why not SET HEALTH too?)

Basically, make Radar, Sonar, Seismic and their Jammers no longer hard-coded to On/Off

The health thing was added because there was a patch for this, but it was for an old version of Spring and was never added into the official version:

EDIT: Oh, hang on, according to the comments, we can already do this. Did anyone actually know about by any chance?

EDIT: Just tested it by dropping set HEALTH to 10; into a script in the Create() section. Doesn't work. *sighs* damn...
