I believe that Tier Three should reflect a continuation of the trends in Tier Two, to whit, specialization, and greater power within a concentrated role. I've never much liked the "Uberweapon" concept where you end up with powerful generalists and useless oversized Tier One.
That said, I think you can manage that with the AA base better than the OTA one.
I'll look for my tenative Tier Three tree... five units per side, very different from those currently in AA.

Things to put in L3:
1) ultramegaomfgwtfpwn units like the Krogoth
2) Mobile versions of things that are buildings in L2 (mobile tacnuke launchers, mobile berthas, etc).
3) overcomplicated units
Too many L3 units are just "L2, but bigger". More fun just to have large numbers.
All I'd put in L3 would be the Krogoth, mobile bertha and/or tacnuke launcher, and a super-Karganeth. That is, make a unit that, theoretically, is the only unit you ever have to build. All terrain, amphibious, armed with multifunction missiles and torpedos, fast moving, etc. But way, way weaker than it's equivalent in simpler units. That unit is your "I have more resources than God, and no longer give a crap about what to build - I just want to spam catch-all units". Other L3 units like the Krogtaar (a bigger Maverick), the Shiva (a bigger Croc) etc. can be left on the floor.

pffft I think all lvl3 units other than the krogoth have a use.
Heavy amphibious stuff are a great relatively cheap spam unit, which every factory needs. The vanguard and catapult are arty to outrage all defenses, obviously level 3 needs those.
And as a solid attack unit the razorback and karnageth.
And well a juggernaut for all of the awesome and to take part in the great legacy of slow super armored core units.

I never go l3 now because when the gantry increased to 10000 metal, the build times for all of the l3 units were increased what felt like 2 or 3 fold, its such a waste to even go t3 at the moment,
if the old buildtimes were put back in, (i cant remember when they were changed) but the gantry was left at the same cost or a little cheaper then l3 would be seen more often, all of the units are cool and they all have uses, as machio pointed out.
I think they just need to be made economically viable again.
Id hate to see it taken out tbh.
