spring downloader won;t run

can't get it to run
If i hit the Spring.exe from the Spring directory, i get an error as such:
"could not find 'gamedata/scanutils.lua' code.
Been having alls sorts of trouble. downloaded games and maps, but they don;t show up in the lobby.... really cunfused.
