Summary0004956: Return Fire behaves like Hold Fire
DescriptionReturn Fire basically behaves like Hold Fire now.
Units with Fire State set to "Return Fire" never shoot back, nor even try to shoot back at enemies damaging them.

Tested both turrets and mobile units.
Tested in Zero-K v1.3.8.14 and BA V9.08, with and without LuaUI and LuaRules (in case of no LuaRules I tested only units with COB scripts). Reproduced in every case.
Steps To ReproduceSet unit Fire State to "Return Fire", spawn enemy combat unit nearby.
