Summary0001817: Para time bug.
DescriptionIn a game with "paralyzeOnMaxHealth = false" units which are on low health do not obey paralyzeTime when hit by paralysis weapons.

The HP of the unit does not change when causing the bug. Damage increasing paralysis is not the issue here (damage increasing paralysis is required behaviour for CA anyway).
