Summary	0001389: Builders come too close to building site, blocking themselves
Description	This is annoying bug that exists for long time. Builders (commander, buildvehicle etc) come too close to constructed building instead of using its max. range. This can result in builder blocking itself and skipping whole production or dancing around.
