It's because the height of the quad is set to the max of the corner heights, building decals are no longer split up into groundhugging tiles on the CPU every frame (slooow) as they were in 76b1. One way to fix it is to use a separate VA per decal (but even then all the extra vertices hurt), didn't think it would be a major issue though.

it happens with factory decals, too. so it is not a ca-only (terraforming) problem.

perhaps it would be possible to take the camera distance into account to reduce the vertices.
