Summary0004221: air transports sometimes fail to unload units
Description- sometimes air transports fail to unload units, they lower near the target but then become stuck

- repeating the unload order makes it work

got this on xta 9.731 and build 95.0.1-211-gcab0cae
Steps To Reproducespawn 30 atlas and 30 peewees, order them to area load the peewees then area unload them somewhere else.

Additional Informationin this example, at about 5 mins into the replay provided i do that and 3 out of 30 become stuck

it seems they don't really become stuck, they sometimes move a bit and unload the unit a minute later.

(should take a few seconds max, not a minute)
