COB: implemented SetSpeed

Added second parameter which is multiplication factor for COB.
Probably in Lua unitscripts it makes more sense to push the actual value.

same as with StartBuilding, heading and pitch are now calculated
in floats, and only converted to short TAANGs in CCobInstance.
