AI API: chat-message -> message

Even though chat-message fits better,
it would require too many ugly changes
and make 3rd party AI compilation break.

Not worth it for a pure cosmetic change.

Allow to build proper release builds without being on branch master [fix#2789] [fix]

One still has to be on a release version tag,
or have a release version in the VERSION file,
in case of compiling from a tarball/non git repository.

This also fixes unitsync reporting wrong version info (thanks cleanrock).
