Intel policy change:

make GL 3.0 the minimum version; any hardware/driver claiming to
support this (*and* shaders) is allowed to run Spring unimpeded

change ForceShaders to ForceDisableShaders (does what it says on
the tin), which is meant to be a stop-gap solution for any users
crashing as a result of this until it gets removed some time in
the future
