Expose map rendering to Lua
Add Spring.SetMapRenderingParams() and gl.GetMapRendering()
This controls voidWater, voidGround, and splatTex* parameters.

The raw value is more useful and precise. Lim is always 0 - 1 so to catch changes at high raw values you'd need increasingly precise expGrade.
