Changeset * Changed the unit resource updates so that they occur even while stunned
* Removed the '32.0f' scaling from:
  - Spring.AddTeamResource()
  - Spring.UseTeamResource()
  - Spring.AddUnitResource()
  - Spring.UseUnitResource()
* Added the table format for:
  - Spring.UseTeamResource()
  - Spring.UseUnitResource()
  (allows testing all resource values before using them)
* Added Spring.GetUnitNearestAlly(unitID)
* Added Spring.GetUnitNearestEnemy(unitID)
