Descriptioncurrently, if an aircraft with hoverAttack=1 has two weapons, a short range laser and a long range missile, when attacking it'll keep itself too far from the target and the short ranged weapon won't fire

for construction aircraft and gunships (hoverAttack=1), this would control how far they would try to keep from the target:

default - current behavior : same as buildrange or longest weapon range
0 - stay directly over the target and don't strafe
X - stay X units away from target
