The question is - how can i play OTA (with 2 expansions probably) with Spring? do i need to make some kind of stuff like unit/map conversion or something? where to install Spring and which version (regular, GPL or whatever)?

Short answer: You don't.
Longer answer: There is no OTA for Spring, only mods based for it, which you can download. You will need the regular installer to play those mods. One of them, XTA, is included in the regular installer.

Incidentally, is there any process I can use to turn OTA mods into mods for Spring?

But of course. However, it is a long arduous process of hunting down bugs after the initial labour of setting up spring-specific things i.e. textures, modinfo.tdf, armor.txt.
