This is an OTA tag that no longer appears to work, at least in my testing. Its purpose is to, on burst-firing weapons, determine whether a single sound will be played on each weapon firing or one sound to be played when the burst starts.
If it was re-implemented, it could be used to help lessen the damage done to ears, speakers, my outrageously expensive headset, etc.
