Maybe you are trying to play NOTA with Spring 95.0 and your NOTA version is not updated to work with Spring >94.1 ?
If so, either update your mod, install 94.1, try joining an online game of some other mod (it should autodownload the files you need) or just test another mod (http://www.springfiles.com).
In general, when you report a problem, find your infolog.txt file in /my games/spring, pastebin it and link to it.
