To who exactly am I supposed to report harassment of users by a moderator that is good friends with other moderators?

Head of moderation (swiftspear) is nowhere. And nobody else will do anything about this individual.

I am expecting this topic to be censored because this is "supposed to be handled by PMs". But who do I PM when nobody cares?

Before anyone says moderation issues should only be discussed in PM, I would like to point out that these sort of problems affect almost everyone in the community, and should be open to public discussion.

Now, I'm sure det was not intending to be malicious, but this is sending poor signals to both the normal player-base and the moderators as well. Signals that moderation is less of a job, and more of a privilege to be used (and, apparently, abused) at the pleasure of the moderator.

Awesome! You show a quote out of context, then Chaosmonkey/Drone gives away the fact that det was politely trying to resolve a problem when you decided to insult moderation for no reason at which point he joins you in trolling. How cool is that!

How did I quote out of context? Did Drone say something other than "det is a noob" ?

Forum moderators are not lobby moderators.

The context is relevant. det obviously kicked you out of his game/host because you were being your usual self, then you decided to insult moderation in #main to vent your anger. The fact that Drone joined your trolling I'm sure is enough to push det over the edge and mute him but I sincerely don't feel bad about it.

I'm only arguing in here this because I know personally that det doesn't mute people often, and I've never seen him ban people. He's a very moderate moderator. Someone once teamkilled me in a game and when I told det, he said we should just ban him from our hosts. So don't try to push this notion that det is some sort of power hungry monster.
