Commader icon missing/not rendered and control panel bug

Ok here goes, I've been searching around for a solution to this but so far has not been able to fix it.
Problem #1. Commander icon is not rendered correctly under XTA, BA and CA. Also, CAs solar and wind icons isn't rendered either. See picture.
Problem #2. Control panel in XTA, BA and CA have not entirely random texture errors. (If using BA layout only the two arrows is affected by this though) Most often there's some pieces left from the loading screen seen before the game starts. A pic of my mouse pointer showed up there once. I've tried fiddling around with the ctrlpanel.txt in both the Spring and luaui folders. (that's why only two columns) I've also tried fresh install of 77b5 and 76b1. I've tried changing Springsettings way up and down and most in between.
Now, to the item which I think is causing all my headache:
Ati Radeon 9600. (old as my granny)
Tried latest and previous drivers as well as Omega. Tried changing some settings with Ati Tray Tools. Disable multi threading, force 24-bit z-buffer, etc.
Anyone running Spring with same card and not having these problems?
