i need a 16bit greyscale editing program that can resize, but the only ones i can find only resize to square shapes

Your doing it wrong....

... uncheck checkbox "constrain ratio" before rescaling/resizing and it will resize it exactly as You want to non square shapes.

sry, wasnt intuitive enough of an interface
