is more regarding the invasiveness of the filtering, not the complexity

Wouldn't the opposite be true, they would block access to https since they can't spy on it but allow access to http?

and what if i wanted to read my mail or check my bank? that's the whole point - they can't spy, so they shouldn't be blocking it unless they're nazis. which they might be

Except I don't need a tracker or repo, because I use PAW to mask my tracker traffic. And here comes the ironic part: the uni provides us with a free online VPN service which I can connect to via HTTPS, and so I just use it to get all my torrents!

My point is, its not using torrents :)
Or at least its not supposed to be using them..
So the cause of your problems is likely to be something else than specific torrent blocking and https tracker wont fix it.
