Every time I download a new map, and then try to play, my screen flickers badly once in game, making it unplayable.
If I do want to play, I have to restart my computer after a map download, just restarting the client doesnt work.
My specs are-
Athlon XP Mobile 2600 2.4 GHz
Abit NF7-S v2.0
Geforce 6800 128 Mb agp
1 Gb dual channel ram
Running XP Pro SP2
I run the game with all the settings turned to their max, with the resolution at 1152x864 at 72 Hz

Have you tried lowering the settings and testing? Also, do you always try to play the map before restarting, or do you just restart straight away now. Cause if you always try to play it, it will have to path the map. That could be the problem. Also, just for the fun of it, update your graphics drivers.
You have a mobile processor, implying that you have a laptop, which in itself implies that you ought not be playing games of this sort on it.
However, you also claim to have a high end graphics chip. This means you are either misinformed or clueless, either of which means Spring isn't the cause of your problem. Unless there's been some kind of graphics card revolution and they can now pack a card which is by itself the size of a laptop INTO a laptop.

I just restart now after downloading a map, unless I forget (sometimes happens) and the game starts, it paths and everything then when im in the game, my screen starts flickering like crazy. Almost like a constant degauss.
I havent tried lowering settings, I used to play at lower settings and had the same problem and hoped it would go away. Ive been to lazy to ask about this until now.
I hadnt thought of updating my graphics card drivers, I'm using 81.85 at the moment... if updating helps then ill post about avoiding 81.85 in the bugs section.
