The artillery defense guns are for area control of controlles map areas. The cursed and the imperials will be able to build these guns with their basic builders - quite comparable to BA/XTA gameplay.

It has a ground AO plate. I used the one you provided for the imperial laser tower as both buildings do have the same "basement".
