h264 is not the most compatible. WebM is the most compatible. The only browser that refuses to support webm is safari, and mac users are dolts anyway if they aren't using chrome or ff.
WebM is supported by IE9, Chrome, Firefox, Opera. H264 is not supported by Chrome OR Firefox.
Tell that to people who use iPad iPhone and other webkit based mobile browsers.
If your looking for 1 format your buggered. For HTML5 video full coverage you need 2 formats ( and yes you can specify multiple video files so if it doesnt support a format itll fallback to the next one ).
Also if all that fails, theres nothing stopping you putting JWPlayer inside the video tags for browsers that cant play or dont know about html5
