They take a while to change, multiple refreshes over a minute or longer. Not certain how it is supposed to function, but on some level it does.

The more annoying problem is when a partial load occurs, and I'm stuck with a partial or distorted banner until it is replaced with the next in rotation.

have you tried hard refreshing? (CTRL-F5 in firefox) I had the same problem 2 minutes ago and tried a hard-refresh and it worked... still could be a script issue but it also might be intended functionality... also might be a CSS issue, CSS styling doesn't reload on a soft refresh.

yeah it refreshed when I restarted firefox

The rotation is independent of browser refreshing. It uses a smart cache system, so it just reloads ~1-3mins (would have to check the code again).
