Actually I want feature to make sound, or just add sound at certain position is it possible?

PS by add I dont want it to be "global" it should be just as normal unit sound so nobody hear it from far away.

Use
http://springrts.com/wiki/Lua_UnsyncedCtrl#Sounds
and put it in a widget that plays the sound every x-th seconds.
