Linux Package Maintainers

i made a new wiki page for Linux Packaging:

Most important is the first part, with the list of maintainers per distro. And means to contact them. I tried to fill out stuff from memory, but it surely has lot of errors, and is missing some. Please fix it if you can.

The second part (packaging guidelines) is also just a first try. Extend as you see fit.
