This is not a bug, afaik it's a problem caused by having had multiple Spring installs before and not removing the old ones properly when you updated

If keys like f4, shift+escape, [ and ] have no effect for you in Spring (95.0 or any later version)

Make a backup before you delete that file. If you delete it, you will lose your keybinds. Rename it to uikeys.bak or something.
