It depends on the strech goals as well, if goal #3 and 4 are that awesome (Im pretty sure one of them will be a campaign and another will be a planetwars-type metagame ), then they should create a lot of incentive among normal backers to contribute more money. TBH I dont get all these extras they add if they get more money or the bonuses for people who pay more... I'm pretty sure TB is aware of Spring. It would be awesome to have randy coach TB at BA in a WTFesque vid, but I don't see it happening without initiative from randy or TB... I guess they need to generate each object procedurally anyway (would be ridiculous amount of data to store otherwise). So animating the procedural model instead of raw point cloud chunks seems like a no-brainer. Plausible imo.
In any case, could be a nice engine for rendering 3D fractals. :D

Haha, reminds me of a Finnish law some time ago intent on reducing piracy. If it had passed with the initial wording, it would have made using almost any computer application illegal. If I remember correctly.
