There would defintely have to be some limitation, otherwise people would just make a bazillion accounts and vote themselves to 100, and keep those incase they ever get voted down.

I don't think 'fear' fits with the whole idea of robots. it works in games like Total War, where there are units designed to simply rout your enemies, and were retreating can really hurt an army. Maybe as part of a mod, but in the general Spring engine I don't think this would really work well, IMO...
