Graphics weirding up; help, anyone?

Sometimes, when I play, my graphics are all weirded up. (Screens are below.) Sometimes it happens during the course of a game, sometimes I start the game with it; however, usually, they'll become "normal" again all of a sudden. I have no idea what might be causing it.
These are my settings:

The "bars" across the terrain show the terrain as if it were under water, and appear to be fixed in relation to the camera. Units and buildings show up "normally" (as normally as they are in these conditions) on them, but they hide terrain texture and as such make it a real pain to expand your base (in the game in which I took the last few screenshots, I built a shipyard right on top of an UW metal spot >_<) and order your units around. Fortunately, this issue usually resolves itself, but this appears to occur randomly and only after an extended period of time. The strange thing is that it only occurs when playing multiplayer; as far as I can remember, I have not had this issue in singleplayer (read: Spring.exe instead of TASClient.exe) once.
I was wondering if anyone else has this same problem, or if anyone knows what might be causing it and how I could try and solve it. I have had this issue since 0.73b1, though it might have occured too had I had an earlier version; I don't know.
I play on a Dell Inspiron 6400 laptop with, to my knowledge, no custom modifications, running WinXP Home Edition, I don't know which version.
