Because new dependancies broke the old version 1.0, smoth went ahead and patched up gundam 1.0 so it runs correctly in the current spring.

Things changed from 1.0
Dodai hitpoints reduced from 4000 -> 400
Teamcolor support for the arbitrary color system.

gundam 1.0 had all TA content removed... to do that Smoth had to remove references to spring files also. So in the next version of spring that they released they added a few new required resources. Well, that BROKE version 1.0 which is the official release. The test version, gundam 1.1V is a test version. However, prior to 1.1 Smoth had not added the white base and about 5 other units. So if you are playing 1.1V you are playing a public test release with that version.

However, a lot of people may see this part as odd. Smoth likes to surprise people. In the next version not only is there all the new stuff from version 1.1V but also all the new explosions and some new models(which Smoth still has to complete, blame school for that.) Since Smoth is partly ruining the surprise with the 1.1V test file. Smoth wanted to keep a bit secret from the players so there would be at least a little excitement on the 1.1 release. It is kinda a messed up situation with 1.0 so Smoth re-released 1.0 as 1.0b.

Like fang said. 1.0b is the official gundam release at this point in time, akin to what a software development project would call the "stable" version. 1.1 is a public beta, or "test release" and 2.0 will be the next major release from what I understand.
