Spring RTS Engine

Somehow, probably lobby-defined, make it possible to eliminate terrain anti-deformation.... the way that surrounding terrain will compensate for a crater being made by popping up. Also disable the "restore" ability entirely when this mode is active.

I just thought it would be neat to have a ground battle eventually turn from a ground war to a nuke war to a sea war ^^

Look, as long as you make the original Hover plant convert into a Floating one, I'll love that.
