Nah, his own fault. had been looking at it since it was announced, it was never more than a steaming pile of shit (even the latest version is worse than what anybody with some skills would release as a first public alpha), blown out of proportions by his insane claims of prowess.
He had great comparisons on his site about what features palito has.. wait, its still here :

Just look at his features, and what the game looks like, to see his state of mind. (excelent unit control. perfect zoom . LOL)

But indeed the code looks like shit. I thought spring has a lot of globals, but springs code is very clean compared to palito's... that and spring is algorithmically just as good as commercial rtses, whereas he hasn't even implemented pathfinding it appears.

Look at the 3d engine list at devmaster.net and start wondering why everyone makes a 3d engine when there are so many already.... it's fun!

He has icons on the waypoints, and the little "hold alt to see all ranges" thing looks very handy.

Wierd...
It's like Spring, but with without 3D units, graphics, multiplayer, AIs, pathfinding... ect.
And, if you look at the development page, he expects to sell it at some point.

Apparently he is enjoying himself and that's the most important thing after all
