Communications Opportunity, Promotion and Enhancement Act

Has anyone heard about the "Communications Opportunity, Promotion and Enhancement Act of 2006?" Apparently it's a bill that has been put forward by some republicans and has the backing of Verizon, AT&T, TimeWarner, and Comcast that will privatize internet access.
I've seen this website,
http://www.savetheinternet.com/, which has a petition against the bill, but can anyone find a link to somewhere that lays out the actual provisions of it?

thats the one that started a colaition involving companies such as google yahoo etc.
Theyw here up in arms that an ammendment to the bill wasnt being added, if the ammendment ahd been added then net neutrality would become mandatory punishable by alw, and companies liek AT&T wouldnt be allowed to give preference to certain traffic, for example bandwidth is prioritised for certain sites or domains...
However the bill wasnt ammended, so in the USA it is legal for a telecommunication company to prioritize traffic in return for money, creating an itnernet that discriminates between premium users and average users...

It wasnt that they amde a law, it's that the law didnt have this little bit added.
So really ti wasnt that xx was outlawed, rather than a law was apssed that allowed xx to eb done.
the same can still be done over in the Uk among many other palces, it's just that the legislation that bans it in the US wasnt passed.

Will this affect users connections to websites in those countries even if the user lives in countries where its illegal to do it?

yeah i think that you should NEVER stop and search people. i mean its not like its against your human rights to be blown up by a terorist. you have EVERY right. just don't stand close to me.

Its not stupid. All it means is you can prove who you are. Stop and search is in Most countries now, although tis not particuly common.

This would affect people in countries where it is illegal.
For example say provider xxx routes traffic to the imaginary country of bubu, through the country agag. Now lets say it's illegal to do the above in bubu, but it's legal in agag, and the telecomm company in agag started routing traffic preferentially to provider zzzz. Now there's not anything the people of bubu can do because the preferential routing is done in agag and is legal there, and the routing company doesnt operate in bubu, just agag.
