I indeed hear several familliar sounds (and names). And the rest is in the same quality and style. These sounds are free to use right?.
And ofcourse, we have our great Dr.InfernO!

Are mods considered commercial use?

I would suggest contacting him if you want to use his sounds in a mod... he will likely require a by line in your credits or something.

It was easy finding it because i already knew that fact. I have said, in another thread, that the maker of the sounds of TA had been a guy named the orchest or something. I wasn't remembering well and, when i saw this thread about the guy named the recordist, i remembered it's name.
Funny cause i found that quite some years ago but i can't remember how i found that out.

Even though he made them, I'm quite sure Atari holds the copyright on it.

I'm not so sure, many times they just take a license.
As OTA was a new product that still had to prove itself (not like C&C 3) it could be that they opted for the cheap option.

In fact, many of the sounds used in TA are hearable everywhere around. I think he was selling (licensing) packs of sounds to people.
Due to so many copies sold (i expect), those sounds are starting to lose uniqueness. So, it is expectable for people to not want the sounds that are beeing played everywhere, thus beeing less valuable. Still i don't think that that company (now a company, before a single guy, i think) would allow for the usage of the sounds. But there is nothing like trying.
Anyway, Chris Taylor sure likes them:
