Spring RTS Engine

I am fairly new to spring and have recently been trying to develop a map, are there any map compilers that are up to date and or working? I have been through everything that I can find but I cannot find a map compiler that will work on windows 7 or windows 10. Are there any compilers that anybody knows of?

So I got this map editor and managed to open it up but I am unsure of how to use it, what sizes do I need for each map if I am making say a size 24 x 24 map? I cant find anything that is consistent with anywhere else.

Im not a mapper so i cant tell you first hand, but https://springrts.com/wiki/Mapdev:height seems to list what i think you want to know.
If you say map editor do you mean springmapedit or just mapconv?
