Through proxy how? And why?
You probably can use an UDP proxy, but the connection needs to be stable and might lag bad if it's some random high traffic service.

A proxy is a software that understands a specific protocol. For example: A web-proxy can forward HTTP-traffic, but it does not work with voice-over-IP, and a SMTP-proxy can forward email-messages, but cannot forward web traffic.
A proxy for spring would be a software that "understands" the spring-protocol. You could then install that on your firewall, and you'd be "safer" or otherwise happy. Spring cannot easily be made to work with other proxies - no software can!!
BTW: You can use a VPN to tunnel your spring-traffic out of your network.
And last but not least the answer to your question (though I guess it's not what you are looking for): spring already has the ability to work through a proxy: spring-dedicated+replay-host is a spring-proxy.

also I can not change the proxy settings in windows.
I do not know where i can specify the address of the proxy in game and lobby.

afaik spring / the lobbies have currently no possibility to use a proxy. the spring (engine) only needs udp, while lobbies require to connect to (afaik) lobby.springrts.com:8200

VPN is you only option then.

the spring chat lobby connects via
bibim's bridge to IRC. If you just want to chat, you could use an IRC proxy to connect to that.
