LLT low priority target and other targetting weirdness

For some reason units do not automatically target LLTs when there is any other offensive unit nearby, even if said unit has more hp and lower damage than said LLT.

Furthermore, fidos seem to be having targeting issues. They often do not obey direct attack orders when there are other targets nearby.

power - type: float - default: buildCostMetal + (buildCostEnergy / 60.0)

The relative power of the unit. Used in weapon targeting priority and experience gain calculations.
