Japan was mostly a naval force. Japan is seriously lacking AT-capabilities against heavy armor. Their AT-guns would have trouble even against the basic M4A4 sherman front armor.
S44 is against the inclusion of "experimental" units.

cant you make off map naval support? also if you have a Japanese army the allied forces should be limited to the pacific theater equipment as well. I'm sure some balances or attempts can be made?
edit: Oh just thought of beach landings... that would be an interesting game play. lots of event scripting though.
