I just tested attacking "corpun" with "armflash" and it got damaged correctly. "corint" (the lrpc) works too.
(in ba 7.63)

Spring bug, makes certain units very hard to hit with laser weapons. Quick test shows that vulcan/bertha/toaster/viper are the most effected, being extremely hard/impossible to damage with laser weapons.

Both BeamLaser and LightningCannon weapons can't damage units that use per-piece collision volumes, this is fixed for next engine release. Interestingly LaserCannon works fine (as it fires a projectile and not a beam)
Also, any weapon that has AoE < feature collision volume radius, can't damage it, as explosion can't reach collision volume center to be detected. That's why lasers, lightning, emg, and maybe some other weapons don't damage wrecks and DTs, as those weapons typically have AoE of 8 (radius 4) and smallest wrecks are 2x2 (32x32 in elmos, so their radius is 16).
