Allow attack order to override avoidFriendly/avoidNeutral

Currently if these tags are set there is no way to use that weapon to attack a friendly or neutral unit. This is problematic for several cases (being able to target a neutral building without trying to shoot through it under normal circumstances, for instance.)

It would be nice if this behavior was changed as per the thread title. (It may be desirable to change avoidFeature in the same way).
