who runs it and why isnt it updated to current game version?

It's det's autohost. He's currently playing the game 'how not to be seen' and he's doing it quite well.

I tried to update it with "!rehost xta 9.66" but it didn't work.

Semprini doesn't work with the new spring version yet.

Uploaded 9.66 to rapid (which causes the autohost to rehost)

I already have it. Just I don't like using rapid as it only supports uploads of sdz, and XTA community doesn't use rapid. So a upload to springfiles in sd7 is a better choice for general distribution.
In the case of XTA rapid is only used for keeping the Autohost up-to-date.
