Not even sure where to put this... building issues...

I've had this on two games now; basically I tell a unit to build certain structures and it will go in to place it, get too close (sometimes it looks like it really is too close, sometimes not), go back out and try again, and repeat.
In SA it happens to me using a (arm, haven't tried core) tech 1 construction vehicle and trying to place solars (adv. or not). This one just goes on forever as far as I can tell.
In Spring 1944 it happens trying to get any kind of construction infantry to place vehicle factories, and occasionally (but to a lesser extent) other buildings. I've timed it taking up to five minutes to get a factory placed, which works better with only one guy, then I can send the others in to finish it. Basically I've got to do that, then build a construction vehicle, and have the guys guard it for them to build things.
Which is another point - they can all build these structures if something else places it. And (in placing) it doesn't matter if I make them manually approach from different angles or what. Either they run/drive inside the placement area, or they think they have, and try again.
I haven't added any widgets at all since installing so if it's something like that it must come standard with these games. Haven't found anything yet though and I don't understand why that would affect specific unit types either.
