Unable to zoom using mousewheel

Hi,
I am running BA 7.18 using the latest spring engine version on an HP laptop with Windows 7. I am using a standard Dell wireless mouse with the default Windows 7 drivers. There are no proprietary or specialized mouse utilities installed.
I can zoom my camera using the pg-up and pg-dn keys when in overhead view mode. Pressing my mouse scrollwheel toggles into scroll mode and pans the screen.
My problem is that the scrollwheel does not zoom the camera. Is there some additional configuration setting to make the scrollwheel work? I have tried changing the zoom speed in the springsettings tool but that had no effect.
