stutter in 82.3 when affinity is set on dualcore cpu

using spring.exe, xp32, kx project version 3548, audigy, mostly affect sounds, but can be seen in missiles as well.
Post your specs and drivers.
Also, does it happen on all maps and mods you've tried?
